Leeds 2017

Red

The University of Leeds and Leeds University Union collectively create a hostile environment for free speech. The university, which has maintained its Red ranking, operates an outright ban on anti-Semitic speech and restricts ‘offensive’ speech in multiple policies. The students’ union, which has maintained its Red ranking, bans racists and fascists, restricts offensive speech, and has a sweeping advertising ban on various products. The institution’s overall ranking remains Red.

  • Policy on Dignity and Mutual Respect

    ‘[Restricts] unwelcome verbal conduct. This may include the making of remarks and comments about appearance, lewd comments, sexual advances, innuendo and banter, the making or repetition of offensive or stereotyped comments, jokes or songs.’

  • Use of Computer Systems Policy

    '[Restricts] making offensive or derogatory remarks about staff, students or the university on interactive lifestyle websites such as Facebook; posting offensive, obscene or derogatory photographs, images, commentary or soundtracks on interactive lifestyle websites such as Facebook and YouTube.’

  • Protocol on Freedom of Expression

    ‘[The university] would not however allow criticism of Israel to be expressed in a form which was or might reasonably be taken to be anti-Semitic… The university would always take firm and decisive action against any members of the university demonstrating anti-Semitism.’

  • Advertising Policy

    Bans advertising from: ‘Tobacco companies, casinos and gambling companies/websites, arms companies, strip clubs, companies that test on animals for non-medical purposes, groups that fall out of line with our No Platform policy.’

  • LUU Should Continue to Exclude Hate Speakers and Fascists from our Union

    ‘LUU should not allow speakers who are members of hate groups and fascist groups to speak on campus. They should have no platform within our building to air their views or promote their messages on any physical or virtual space the union controls. This includes, but is not limited to: debates, society events, rallies and public meetings.’

    ‘Please make contributions civil and tasteful and constructive. No disruptive, offensive or abusive behaviour.’
