The Free Speech University Rankings (FSUR) is the UK’s first university league table for campus censorship. We examine the policies and actions of universities and students' unions, and rank them using our traffic-light system.

Traffic-light ranking system:
has banned and actively censored ideas on campus
has chilled free speech through intervention
has a hands-off approach to free speech
The University of Leeds and Leeds University Union collectively create a hostile environment for free speech. The university, which has maintained its Red ranking, bans transphobic and anti-Semitic speech. The students’ union, which has maintained its Red ranking, has a No Platform policy, banning racists and fascists. The institution’s overall ranking remains Red.

Policy on Dignity and Mutual Respect
Definition of harassment includes ‘unwelcome verbal conduct. This may include the making of remarks and comments about appearance, lewd comments, sexual advances, innuendo and banter, the making or repetition of offensive or stereotyped comments, jokes or songs’.
Use of Computer Systems Policy
'[Restricts] making offensive or derogatory remarks about staff, students or the university on interactive lifestyle websites such as Facebook; posting offensive, obscene or derogatory photographs, images, commentary or soundtracks on interactive lifestyle websites such as Facebook and YouTube.'
Due to the specific nature of this policy, this has been weighted as an Amber Action.
Protocol on Freedom of Expression
‘[The university] would not however allow criticism of Israel to be expressed in a form which was or might reasonably be taken to be anti-Semitic... The university would always take firm and decisive action against any members of the university demonstrating anti-Semitism.’
Trans Equality Policy Statement
‘Transphobic abuse, harassment or bullying, for example in the forms of derogatory jokes, graffiti, name-calling, inappropriate music, intrusive questions, unacceptable or unwanted behaviour, speeches and writings will not be tolerated.’

LUU Should Continue to Exclude Hate Speakers and Fascists from our Union
‘LUU should not allow speakers who are members of hate groups and fascist groups to speak on campus. They should have no platform within our building to air their views or promote their messages on any physical or virtual space the union controls. This includes, but is not limited to: debates, society events, rallies and public meetings.’
Sexual Harassment Policy
Definition of sexual harassment includes ‘sexual comments’, and ‘wolf-whistling’.
